India-Singapore Relations: Introduction and History

  • The bilateral relations between the Republic of India and the Republic of Singapore have been robust and amiable traditionally.
  • The two nations savour extensive cultural and commercial relations.
  • India was among the first countries to set up diplomatic relations after the independence of Singapore on 24 August 1965.
  • Singapore is always referred to as being a part of the “Greater India” cultural and commercial region.
  • More than 300,000 people of Indian origin live in Singapore.
  • Singapore was one of the first to respond to India’s “Look East” Policy of expanding its economic, cultural and strategic ties in Southeast Asia to strengthen its standing as a regional power.
  • Singapore has shown support to India’s bid to become a permanent member of the U.N. Security Council and expand its role and influence in the ASEAN.
  • Singapore also supported India in its war against Pakistan in 1965 and the Kashmir conflict.

Economic and Commercial Relations; Development Cooperation

  • Singapore has now become the hub of India’s economic and political activities in Southeast Asia over two decades.
  • Singapore is the 8th largest source of investment in India and the largest amongst ASEAN member nations.
  • It is also India’s 9th biggest trading partner as of 2005-06.
  • There are estimated to be about 4000 registered “Indian” companies in Singapore.
  • Nine Indian banks operate in the Singapore.
  • India and Singapore have signed the Comprehensive Economic Cooperation Agreement (CECA) in order to increase:
  1. trade, investments and economic cooperation
  2. expanded bilateral cooperation on maritime security
  3. training forces
  4. joint naval exercises
  5. developing military technology
  6. fighting terrorism
  • India’s bilateral trade grew from USD 2.2 billion in 2001 to US 9-10 billion in 2006 – a 400% growth in the span of five years – and to USD 50 billion by 2010.
  • Singapore accounts for 38% of India’s trade with ASEAN member nations and 3.4% of its total foreign trade.
  • India’s main exports to Singapore in 2005 included petroleum, gemstones, jewellery, and machinery.
  • India’s imports from Singapore included electronic goods, organic chemicals and metals.
    More than half of Singapore’s exports to India are “re-exports” – items that had been imported from India.
  • Singapore has invested in projects to upgrade India’s ports, airports and developing information technology parks and a Special Economic Zone (SEZ).
  • Singapore has emerged as the 2nd largest source of FDI amounting to US$ 31.9 billion (April 2000 -Feb 2015), which is 13% of total FDI inflow.
  • Singapore was the largest source of FDI into India for the year 2013-14 overtaking Mauritius, with US$ 5.98 billion, accounting for about 25% of FDI inflows in the year.
  • Outward Indian FDI to Singapore has made Singapore one of the top destinations for Indian investments.
  • Singapore is India’s largest trade and investment partner in ASEAN.

Security Concerns

  • Military relations between the two nations had been limited due to rival positions of both nations over the Vietnam War and the Cold War.
  • India was also the only South Asian country to recognize the Democratic Republic of Afghanistan.
  • The Singaporean Navy and the Indian Navy have conducted joint naval exercises and training since 1993 such as SIMBEX and MILAN near India’s Andaman and Nicobar Islands.
  • India and Singapore have also expanded their cooperation in fighting terrorism.
  • Recently Singapore offered condolences for those killed in recent Uri attacks.
  • Singapore has extended a friendly hand towards India and invited to jointly eradicate terrorism.

Recent Visit of Singaporean PM to India

  • His visit is mainly aimed at improving and deepening bilateral trade along with investments.
  • Singaporean PM visited India on 3 October to start his 5 days visit to the nation.
  • Several MOUs have been signed including:
  • MOU on cooperation in industrial property
  • MOU on cooperation on establishment of North East Skills Centre in Assam
  • MOU on cooperation in skills development
  • He also visited Udaipur, Rajasthan to launch the Centre of Excellence for tourism training.

Future trends and Conclusion

  • It is clearly evident that each nation has been more than a friend to each other.
  • Following its independence in 1965, Singapore was concerned with China-backed communist threats as well as domination from Malaysia and Indonesia.
  • India helped in strategic development of relationship to Singapore in Southeast Asia that provided a counterbalance to Chinese influence and a partner in achieving regional security.
  • Singapore had always been an important strategic trading post, giving India trade access to the Far East.
  • In 2003, India and Singapore signed a bilateral agreement on expanding military cooperation, conducting joint military training, developing military technology and achieving maritime security.
  • In recent years, both nations have worked to collaborate on aviation, aerospace engineering, space programmes, information technology, biotechnology and energy.
  • The CECA eliminated tariff barriers, double taxation, duplicate processes and regulations and provided unhindered access and collaboration between the financial institutions of Singapore and India.
  • The CECA also enhanced bilateral collaboration related to education, science and technology, intellectual property, aviation and relaxed visa regulations for Indian professionals in information technology, medicine, engineering and financial fields to emigrate and work in Singapore.
  • Joining hands to annihilate terrorism jointly is not only a step forward in politics but also in friendship of both nations.
  • India has become Singapore’s 4th biggest tourist destination and more than 650,000 Indians visited Singapore in 2006.

  • भारतीय गणराज्य एवम सिंगापुर गणराज्य के बीच के द्विपक्षीय एवम मिलनसार सम्बन्ध पारंपरिक रूप से मजबूत हो चुके है|
  • ये दो राष्ट्र सांस्कृतिक एवम वाणिज्यिक संबंधो का व्यापक रूप से लाभ ले रहे है |
  • भारत ही वह प्रथम राष्ट्र था जिसने २४ अगस्त १९६५ के दिन सिंगापुर के स्वतंत्र होने के बाद राजनयिक संबंधो की स्थापना की |
  • सिंगापुर को  भारत के सांस्कृतिक एवम वाणिज्यिक क्षेत्र में भागीदारी को लेकर हमेशा उल्लेखित किया गया  |
  • भारतीय मूल के ३ लाख से भी अधिक की जन्संख्या सिंगापुर में निवास करती है|
  • दक्षिणी पूर्वी एशिया में एक शक्तिशाली क्षेत्रीय शक्ति के रूप में खड़े होने के लिए भारत ने LOOK EAST (पूर्व की तरफ ) निति का पालन किया जिसके अंतर्गत भारत अपनी आर्थिक, सांस्कृतिक एवम रणनीतिक संधियों को विस्तृत एवम मजबूत करना चाहता है| भारत की इस नीति पर प्रतिक्रिया देना वाला पहला देश सिंगापुर ही था

  • संयुक्त राष्ट्र के सुरक्षा परिषद् में भारत के स्थायी सदस्यता एवम ASEAN में इसकी भूमिका के बढ़ाने को लेकर सिंगापुर ने भारत को अपना समर्थन भी दिया है |

  • पाकिस्तान  से १९६५ के युद्ध में एवम कश्मीर के मुद्दे पर भी सिंगापुर ने भारत का समर्थन किया था|

आर्थिक एवम वाणिज्यिक सम्बन्ध : विकास सहयोग

  • दो दशको में सिंगापुर, दक्षिणी पूर्वी एशिया में, भारत की आर्थिक एवम राजनितिक गतिविधियों का गढ़ बन चुका है|
  • सिंगापुर भारत में निवेश का आठवां सबसे बड़ा स्त्रोत एवम ASEAN सदस्यों में प्रथम एवम सबसे बड़ा स्त्रोत बन चुका है |
  • २००५-०६ के अनुसार सिंगापुर भारत का नौवां सबसे बड़ा व्यापारिक साझेदार है |
  • सिंगापुर में लगभग ४००० पंजीकृत भारतीय कंपनिया है |
  • सिंगापुर में भारत के नौ बैंक संचालित है |
  • “व्यापक आर्थिक सहयोग समझौते” पर भारत एवम सिंगापुर ने हस्ताक्षर किया जिसका प्रयोजन निम्न लिखित है

१-आर्थिक सहयोग,व्यापर,निवेश  को विस्तृत करना |

२-समुद्री सहयोग पर द्विपक्षीय सहयोग का विस्तार |

३- सैन्य प्रशिक्षण |

४- संयुक्त नवल अभ्यास |

५- सैन्य तकनीको का विकास करना |

६- आतंकवाद का दमन करना |

  • भारत का द्विपक्षीय व्यापर जोकि २००१ में २.२ अरब अमेरिकन डॉलर था, २००६ में ९-१० अरब अमेरिकन डॉलर हो गया जो  ५ वर्ष के अन्तराल  में ४००% की वृधि थी एवम २०१० में ५० अरब अमेरिकन डॉलर है |
  • ASEAN  के साथ  भारत का ३८% व्यापर होने का जिम्मेदार सिंगापुर है , जो ASEAN के विदेशी व्यापर का ३.४% है |
  • २००५ में सिंगापुर को निर्यातित वस्तुओ में पेट्रोलियम , आभूषण, रत्न एवम मशीनरी प्रमुख है |
  • सिंगापुर से आयातित होने वाली वस्तुओ में इलेक्ट्रॉनिक सामान,जैविक रसायन एवम धातु प्रमुख है |
  • सिंगापुर के आधे से अधिक निर्यात पुन : निर्यात होता है अर्थात वो वस्तुए जो भारत से आयातित थी उनका फिर से भारत में निर्यात |
  • भारत के बंदरगाह, हवाई अड्डो, विकासशील सुचना तकनीक पार्क एवम विशेष आर्थिक क्षेत्र (SEZ) के उन्नति के लिए भी सिंगापुर ने निवेश किया है |
  • मॉरिशस को पछाड़ते हुए २०१३-१४ में  ५.९८ अरब अमेरिकन डॉलर के साथ सबसे बड़े प्रत्यक्ष विदेशी निवेश स्त्रोत के रूप में सिंगापुर उभरा जो सम्पूर्ण प्रतक्ष विदेशी निवेश (FDI ) का २५ % है |
  • बाहर सिंगापुर में भारतीय प्रत्यक्ष विदेशी निवेश ने सिंगापुर में निवेश के लिए सबसे ऊची मंजिल बना दी |
  • ASEAN सदस्यों में सिंगापुर भारत का सबसे बड़ा व्यापारिक एवम निवेश का साझेदार है |

सुरक्षा सम्बन्धी मामले 

  • वियतनाम युद्ध एवम शीत युद्ध पर प्रतिद्वन्दिक स्थिति के कारण दोनों देशो के मध्य सैन्य सम्बन्ध
    संकुचित हो चुके थे |
  • अफगानिस्तान गणराज्य को मान्यता प्रदान करने वाला भारत अकेला दक्षिण एशियाई देश था |
  • सिंगापुर एवम भारत के नौसैनिक अंदमान एवम निकोबार के समीप १९९३ से संयुक्त अभ्यास एवम प्रशिक्षण जैसे – सिम्ब्वेक्स एवम मिलान कर चुके है |
  • आतंकवाद से लड़ने हेतु भी सिंगापुर एवम भारत ने सहयोगो का विस्तार किया है|
  • हाल ही में हुए उरी हमले के शहीदो के प्रति सिंगापुर ने शोक व्यक्त किया था |
  • आतंकवाद के उन्मूलन के लिए सिंगापुर भारत की तरफ मित्रता का हाथ बढ़ा चुका है |

 सिंगापुर के प्रधान मंत्री का हाल ही में भारत आगमन

  • उनके आगमन का प्रमुख उद्देश्य निवेश के साथ -साथ द्विपक्षीय व्यापारिक संबंधो को सुधारना एवम विस्तृत करना है |
  • सिंगापुर के प्रधानमंत्री अपने ५ दिवसीय दौरे के लिए ३ अक्टूबर को भारत आये|
  • कुछ प्रमुख समझौते जिनपर हस्ताक्षर हो चुके है:
  1. व्यापारिक संपत्ति में सहयोग का समझौता
  2. उत्तर -पूर्वी कौशल केंद्र के असम में स्थापना के लिए सहयोग का समझौता|
  3. कौशल विकास सहयोग समझौता
  • उत्कृष्ट पर्यटन प्रशिक्षण केंद्र को प्रारंभ करने के लिए वो राजस्थान के उदयपुर भी
    गए थे |

भविष्य के रुझान एवम निष्कर्ष 

  • यह स्पष्ट होता है की प्रत्येक राष्ट्र एकदूसरे के लिए मित्र से बढ़ कर है|
  • स्वतंत्रता प्राप्ति के पश्चात् से सिंगापुर चीनी पृष्ट भूमि वाले वामपंथियों तथा मलेशिया और इंडोनेशिया के प्रभुत्व से चिंतित  था |
  • सामरिक विकास संबंधो से भारत ने दक्षिण- पूर्व आशिया में सिंगापुर की मदद की जिससे चीन का प्रभाव परिसंतुलित हुआ और सिंगापुर को क्षेत्रीय सुरक्षा हेतु एक साझेदार मिला |
  • सिंगापुर हमेशा से भारत के व्यापर को सुदूर पूर्व में उपलब्ध करवाते हुए एक महत्वपूर्ण रणनीतिक व्यापारिक पोस्ट रह चुका है|
  • २००३ में सिंगापुर और भारत के मध्य एक द्विपक्षीय मसौदे पर हस्ताक्षर हुए जो सैन्य समझौतों को विस्तृत करने, संयुक्त अभ्यासों का आयोजन करने, सैन्य तकनीक के विकास करने, एवम सामरिक सुरक्षा प्राप्त करने के उद्देश्य से था |
  • हाल के कुछ वर्षो में दोनों राष्ट्रों ने विमानन, एयरोस्पेस इंजीनियरिंग, अंतरिक्ष कार्यक्रम, सुचना प्रोद्योगिकी, जैव प्रोद्योगिकी एवम उर्जा के क्षेत्र में सहयोग हेतु कार्य किये |
  • CECA ने दोहरा कर प्रावधान, मूल्य बाध्यता, नकली प्रक्रियायो एवम का विनियमन का सफाया किया तथा भारत एवम सिंगापुर के ओद्योगिक संस्थानो के मध्य निर्बाध पहुच एवम सहयोग प्रदान किया|
  • CECA ने शिक्षा, विज्ञानं एवम तकनीक, बौधिक संपदा, विमानन एवम सुचना तकनीक के भारतीय व्यवसायों को सुगम वीसा तथा वित्तीय क्षेत्रो से विदेश प्रवास कर सिंगापुर में रहने से सम्बंधित द्विपक्षीय सहयोग को सुधारा
  • आतंकवाद के समूल नाश के लिए हाथ मिलाना केवल राजनैतिक रूप से ही नहीं बल्कि मित्रता के लिए भी एक उन्नति का कदम है |
  • भारत सिंगापुर का चौथा सबसे बड़ा पर्यटन स्थल बन चुका है तथा २००६ में ६५०,००० से भी ज्यादा भारतीय सिंगापुर गए थे |
