TOPIC:  Issues relating to development and management of Social Sector/Services relating to Health, Education, Human Resources.

  • The Ministry of External Affairs (MEA) and the Ministry of Skill Development & Entrepreneurship (MSDE) have signed a Memorandum of Understanding (MoU) recently to implement the PKVY.
  • It is a skill development initiative of the MEA in partnership with the MSDE and will be implemented by the National Skill Development Corporation (NSDC) through it’s training centres or skill banks in consultation with the MEA and the MSDE.
  • The Modi government will open up 50 training centres by the end of this year.
  • The scheme will provide the requisite skills and certification to youth looking for overseas job opportunities across various sectors, as per global standards.
  • This is being done to prevent their exploitation at the hands of their foreign employer, due to a lack of relevant skills.
  • MEA would provide for Pre-Departure Orientation Training (PDOT), which means providing knowledge of the local culture, language, work ethics and other soft skills relevant to the country in which they obtain a job.
  • In the long run, due to ageing population, many countries will face a shortage of skilled labour. Skilling the growing Indian workforce will make them employable in these countries.
  • These efforts are slated to enhance overseas employment opportunities for Indian workers, boost the Skill India Mission and is an important step in realizing the PM’s vision of transforming India into the ‘skill capital’ or the ‘human resource capital’ of the world.
