Kigali Meeting – A need for Sustained Efforts

What was Kigali Meeting all about?

  • The Kigali meeting was a climate conference in Kigali, Rwanda in which 197 countries came together.
  • All the countries signed the first legally-binding climate treaty of the 21st century.
  • At the 28th Meeting of Parties to the Montreal Protocol, all these nations acquiesced to adopt an amendment to the Protocol to phase down the use of hydrofluorocarbons (HFCs).
  • HFCs are a set of gases with global warming potential (GWP) thousand times more than carbon dioxide (CO2). They are used in air conditioning and refrigeration systems.
  • HFCs are not ozone-depleting but are thousands of times more dangerous than carbon dioxide in causing global warming.
  • The Montreal Protocol was signed in 1987 to get rid of the use of chemicals that caused the ozone hole. However, the replacement for the ozone-depleting chemicals was HFCs, which caused global warming.
  • At the Kigali meeting, the world agreed to reduce the use of HFCs and move to refrigerants that neither cause global warming nor create an ozone hole.

What is the agreement?

  • The developed countries will have to reduce the use of HFCs first.
  • After that, developing countries with a big player like China will follow.
  • Finally, India, Pakistan and eight other countries of West Asia will follow suit.
  • Currently, 65% of all HFCs are consumed by developed countries, with the United States and China alone accounting for 37% and 25% of global consumption respectively.
  • A group of developing countries including China, Brazil and South Africa are mandated to reduce their HFC use by 85 percent of their average value in 2020-22 by the year 2045.
  • India and some other developing countries — Iran, Iraq, Pakistan, and some oil economies like Saudi Arabia and Kuwait — will cut down their HFCs by 85  per cent of their values in 2024-26 by the year 2047.
  • The agreement is expected to reduce HFC use by a staggering figure of 85% by 2045.
  • Paris Agreement is neither legally binding nor are there mandatory emission reduction targets in it for countries.
  • The Kigali Amendment to the Montreal Protocol is legally binding, with mandatory targets for countries.

India in Kigali Meeting

  • India accounts for less than 3% of the global production and consumption.
  • Before Kigali, India was one of the four parties to submit a proposal to phase down HFCs.
  • India wants to start reducing HFCs 15 years after the developed countries started.
  • India proposed to advance its baseline years from 2028-30 to 2024-26 if developed countries agreed to reduce their HFC use by 70% by 2027 and provide greater assistance to the developing countries in terms of finance and technology.
  • On October 13, two days before the end of the meeting, India announced voluntary action to eliminate emissions of HFC-23 with immediate effect.
  • HFC-23 is a super GHG with a GWP of 14,800 and is produced as a byproduct of HCFC-22. HCFC-22 is the most commonly used refrigerant in India.
  • With this domestic action, India pledged to reduce the emissions of HFC-23 equivalent to 100 million tonne of CO2 in the next 15 years.
  • This announcement put additional pressure on the US and China to respond, as these two countries are responsible for most of the global HFC-23 emissions.
  • By 2029, there will be greater technological optimisation and increased economies of scale for HFC alternatives reducing the costs for the consumer of refrigeration and air conditioning systems in India.
  • In fact, this is an opportunity to increase the energy efficiency of our appliances significantly.
  • It is a great opportunity for Indian industry to chart a new environment-friendly growth trajectory based on non-fluorinated chemicals like hydrocarbons.
  • While China is likely to grow using the fluorinated chemicals, the Kigali Amendment gives us the opportunity to become the hub for manufacturing energy-efficient, environment-friendly appliances based on hydrocarbons.

Advantages of restricting HFC

  • In Kigali, countries are trying to finalise an amendment to monitor the phase-out of HFCs, which are not ozone-depleting.
  • Montreal Protocol in less than 30 years of its existence has been a highly successful international arrangement, having already phased-out more than 95 per cent of the ozone-depleting substances.
  • This will cause a reduction of emissions equivalent to about 70 billion tonne of CO2 globally between 2020 and 2050.
  • This is equal to more than 12 years of the total greenhouse gas (GHG) emissions from the US, the world’s second-largest emitter (historically, the largest).
  • This is also considered equivalent to shutting down more than 750 coal power plants, each of 500 MW capacity, or taking off about 500 million cars off the road from now to 2050.

किगाली सम्मेलन (Kigali Meeting) होने के कारण

  • किगाली मीटिंग एक जलवायु सम्मलेन था जिसका आयोजन रवांडा के किगाली में किया गया था | इस सम्मेलन मे १९७ देश एक साथ आये |
  • जिसमे सभी राष्ट्रों ने २१ वीं सदी के प्रथम कानूनी रूप से अनिवार्य जलवायु संधि पर हस्ताक्षर किये|
  • मोंट्रियल प्रोटोकॉल के २८वे सम्मलेन में हाइड्रो फ्लुओरो कार्बन (HFC) के प्रयोग को कम करने के लिए सभी राष्ट्र इस प्रोटोकॉल में संशोधन को अपनाने के लिए सहमत हुए |
  • HFC उन गैसों का मिश्रण है जिसमे ग्लोबल वार्मिंग के कारक तत्व पाए जाते है, यह कार्बोन डाइऑक्साइड के अपेक्षा एक हजार गुना हानिकारक है जिनका उपयोग एयर कंडीशनिंग तथा फ्रीज में किया जाता है |
  • HFC गैस भले ही ओजोन क्षरण नहीं करता हो लेकिन कार्बोन डाइऑक्साइड के अपेक्षा ग्लोबल वार्मिंग के लिए हज़ार गुना अधिक हानिकारक है |
  • मोंट्रियल प्रोटोकॉल पर १९८७ में ओजोन परत में छिद्र के कारक उन समस्त रसायनों के प्रयोग से निजात पाने के लिए हस्ताक्षरित किया गया था तथा इसके स्थान पर HFC का प्रयोग किया जोकि ओजोन क्षरण नहीं करती थी लेकिन वैश्विक तापक्रम में वृधि का कारण बना |
  • किगाली सम्मलेन में उपस्थित सभी राष्ट्रों HFC के प्रयोग को कम करने तथा उन सभी ठंडा करने वाले यंत्रो को प्रयोग में लाने पर सहमत हुए जोकि ना तो ओजोन परत में छिद्र करते हो और ना ही ग्लोबल वार्मिंग का कारक बने |

समझौते का स्वरूप

  • विकसित देशो को सर्वप्रथम HFC के प्रयोग में कमी लानी होगी |
  • तथा उसके पश्चात् विकासशील राष्ट्र जैसे चीन उनका अनुसरण करेंगे |
  • उसके बाद भारत,पाकिस्तान तथा पश्चिम एशिया के आठ अन्य राष्ट्र इसका अनुसरण करेंगे |
  • वर्तमान समय में सम्पूर्ण का ६५% HFC विकसित राष्ट्रों द्वारा उपभोग किया गया जिनमे संयुक्त राष्ट्र अमेरिका(३७%) तथा चीन (२५%) के वैश्विक उपभोग के लिए अकेले जिम्मेदार है |
  • विकासशील राष्ट्रों के एक समूह जिसमे चीन, ब्राज़ील तथा दक्षिण अफ्रीका को उनके २०२०-२२ के औसतांक से २०४५ तक ८५% तक HFC उपयोग को अनिवार्यता कम करना होगा |
  • भारत एवम अन्य विकासशील राष्ट्र जैसे – ईरान,  इराक,पाकिस्तान तथा कुछ तैलीय अर्थव्यवस्था वाले देश जैसे सऊदी अरब,कुवैत अपने HFC उपयोग में २०२४-२६ के औसतांक से २०४७ तक ८५% की कटौती करेंगे|
  • इस समझौते के अनुसार २०४५ तक HFC के उपयोग में ८५% तक की कटौती वाले आकडे की उम्मीद है |
  • पेरिस समझौता ना ही कानूनी रूप से बाध्यकारी है और ना ही उन राष्ट्रों में अनिवार्य लक्ष्यित उत्सर्जन में कोई कटौती हो रही है |
  • मोंट्रियल प्रोटोकॉल में किगाली संशोधन कानूनी रूप से बाध्यकारी है जिसमे देशो के लिए अनिवार्य लक्ष्य निर्धारित है|

किगाली सम्मलेन (Kigali Meeting) में भारत

  • भारत वैश्विक उपभोग तथा उत्पादन का ३% जिम्मेदार है|
  • किगाली सम्मलेन से पूर्व भारत उन चार राष्ट्रों में से एक था जिन्होंने HFC में कटौती के लिए प्रस्ताव दिया था |
  • विकसित राष्ट्रों के शुरुवात के १५ वर्षो के उपरांत पर भारत HFC को घटाना चाहता है|
  • यदि विकसित राष्ट्र HFC उपयोग में २०२७ तक ७० % की कटौती करते है तो इस के आधार रेखा को २०२८-३० की बजाय २०२४-२६ करने तथा विकासशील राष्ट्रों को वृत्तिय तथा तकनीकी रूप से अधिक से अधिक सहायता करने का प्रस्ताव भारत ने दिया था|
  • सम्मेलन के ख़त्म होने के ठीक २ दिन पहले १३ अक्टूबर को भारत ने स्वेच्छा से HFC-23 के उत्सर्जन को समाप्त करने के लिए तत्कालीन प्रभाव में लाने की घोषणा की |
  • HFC-23 ग्रीन हाउस गैसों के प्रभाव वाला तत्व है जिसकी ग्लोबल वार्मिंग पॉवर १४८०० है जो HCFC-22 उत्पाद द्वारा पैदा होता है , ठंडा करने वाले यंत्रो में सामान्यत: HCFC-22 का सबसे ज्यादा प्रयोग होता है|
  • इस घरेलु कार्रवाई से भारत अगले आने वाले १५ वर्षो में १० करोड़ टन CO2 के लगभग बराबर HFC-23 के उत्सर्जन को कम रखने को बाध्य है |
  • इस घोषणा से चीन और अमेरिका जैसे राष्ट्रों पर अतिरिक्त दबाव पड़ेगा , ये दो राष्ट्र HFC-23 के उत्सर्जन के लिए सबसे अधिक जिम्म्मेदार है |
  • २०२९ तक यहाँ HFC के विकल्पों तथा एक तकनीकी रूप से अनुकूलन तथा बढ़ी हुई अर्थव्यवस्था से एयर कंडीशनर और ठन्डे करने वालो यंत्रो के दाम में उपभोक्ताओ के लिए कमी होगी |
  • वास्तव में उर्जा दक्षता वाले यंत्रो को अधिक से अधिक बढ़ने के लिए यह एक मौका है|
  • भारतीय उद्योगों के लिए यह एक सुनहरा अवसर है की वो पर्यावरण के अनुकूल प्रगति करने के लिए एक नया मार्ग प्रशस्त करे जिसका आधार नॉन-फ्लुओरीनेट रसायन जैसे हय्द्रोकार्बन हो |
  • जब चीन फ्लुओरीनेटेद रसायनों के प्रयोग को बढ़ाते हुए दिख रहा है उस समय किगाली का यह संशोधन हमें उर्जादक्ष तथा पर्यावरण के अनुकूल हाइड्रोकार्बन पर आधारित यंत्रो के उत्पादन का गढ़ होने के लिए एक अवसर प्रदान करता है|

HFC को सीमित करने के फायदे 

  • किगाली (Kigali Meeting) में सभी राष्ट्र उस HFC को चरणबध्द तरीके से हटाने के लिए संशोधन को अंतिम रूप दे रहे है जोकि ओजोन परत का क्षरण नहीं करता है |
  • ३० वर्षो से भी कम के कार्यकाल वाले मोंट्रियल प्रोटोकॉल अबतक का सबसे अधिक सफलता प्राप्त करने वाला आयोजन है जिसने अबतक ९५% से भी अधिक ओजोन परत का क्षरण करने वाले तत्वों को चरण बध्द तरीके से घटाया है |
  • २०२० से २०५० के मध्य में लगभग ७० अरब टन कार्बन डाइऑक्साइड के उत्सर्जन के बराबर इसके द्वारा कटौती आयेगी |
  • यह अमेरिका के १२ वर्ष के सम्पूर्ण ग्रीन हाउस गैसों के उत्पादन के बराबर है जबकि अमेरिका दुनिया दूसरा-सबसे बड़ा उत्सर्जक राष्ट्र है |
  • इसे ७५० से अधिक कोयला बिजली संयंत्रो जिनमे से प्रत्येक का उत्पादन ५०० मेगावाट हो को बंद करने के बराबर होगा, याफिर अब से लेकर २०५० तक ५० करोड़ कारो को रोड से हटा देने के बराबर होगा |
