Indian Agriculture

  • India has an arable land of 394.6 million acres and has the second largest area under cultivation.
  • India ranks second in the world in terms of agriculture output.
  • Indian agricultural growth accounted for just 1.1% of total GDP in the financial year 2015.
  • Agriculture plays a vital role in the Indian economy and more than 58% of rural people are dependent upon agriculture.
  • Agriculture and its allied activities like fishery and forestry account for largest contribution to Indian GDP at 7.7%.
  • Indian agriculture is of Sustenance type, which means first it provides assistance to the farmers & their families and then the surplus is traded in the market.
  • The highest production of foodgrains was achieved in 2013-14, when India produced 265 million tonnes of grains with the strategy of intensive agriculture development programme and after that, India has always maintained foodgrains availability at 250 million tonnes and above.
  • Indian agriculture is based on the principle of self-sufficiency and self-reliance in food grains production.

Problems Of Indian Agriculture

  • The per hectare productivity is very low as compared to other agricultural countries.
  • Absence of adequate irrigation facility and frequent failure of monsoons.
  • Some farmers are holding the majority of agricultural lands and a majority of the farmers are holding few hectares of land.
  • Lack of crop insurance to farmers at the time of failure of crops as a result of natural disasters.
  • The agricultural subsidy given by the government has been increasing from the past.The present budget allocates more than 85% of its funds to agricultural subsidies and fertiliser subsidy.
    The higher agricultural subsidy given by the developing countries to their farmers violates the Amber box subsidy and De minimis level rule in WTO.
    Poor utilisation of dry lands for agriculture which accounts for more than 60% of land in India.
  • High dependence upon fertilizers and modern machines.
  • Infrastructure for agriculture are poor.
  • Problems plaguing the Public Distribution System (PDS) because of black marketing and holding of stocks.

Government Schemes & Reforms for Indian Agriculture

 

  • First Five Year Plan-

1.) Introduction of land reforms to abolish the Zamindari system.

2.) Multi purpose irrigation projects to solve the problem of irrigation.

3.) Community development programme to include the participation of people.

  • Second Five Year Plan– Introduction of Basic industries mainly to provide fertilisers, agriculture machine and tools.
  • Third Five Year Plan– Intensive agricultural development programme to solve the problem of fungal infection and low per hectare productivity.
  • Fourth Five Year Plan

1.) The introduction of the concept of Green Revolution to increase the productivity of agriculture.

2.) Command Area Development programme to construct and maintain the medium and major irrigation projects.

3.)Construction of Drainage for extra water in agricultural land to control the problem of salinity.

4.)Hanumantha Rao committee for Drought prone area development programme.

  • Ninth Five Year Plan-

1.) Area specific approach programme for both allied and non-allied agricultural activities as per agro-climatic regions, which results in Rainbow revolution.

2.) National food security mission.

3.) National watershed development and management programme.

4.) Accelerated irrigation benefit scheme for 89 major and minor irrigation projects and to provide irrigation to 80.5 lakh hectare.

5.) National mission for Micro irrigation.

6.) National mission in agriculture for Bamboo and Grains.

7.) Computerisation of all land records for easy management and governance.

8.) Issuing of soil health card to indicate the fertility and quality of soils.

9.) Nutrient-based fertiliser programme for subsidy in case of any deficiency in nutrients.

Other schemes to improve Indian Agriculture-

  • Tri colour revolution (blue,white,green,saffron). It includes both productivity and welfare of farmers.
  • Rashtriya Krishi Vikas Yojana
  • Mission for Integrated development of horticulture.
  • National mission on oilseeds and oil palms.
  • Paramparagat Krishi Vikas yojana- to promote organic farming and to encourage farmers to form agriculture clusters for cultivation.
  • National e-governance plan in agriculture through kisan call centres, m-kisan portals, DD kisan channels.
  • National agriculture technology infrastructure fund-to promote the formation of National agricultural market or e-nam.
  • Price stabilisation fund- Rs 500 Cr corpus for cereals, vegetables, pulses to provide interest free loans.
  • Krishi Vikas Kendra’s-to promote climate resilient agriculture and to promote traditional agricultural practices.
  • National food grid-to decrease the wastage of food.
  • National cold chain grid-to protect perishable agricultural products.
  • Jayaprakash Mission-for land reforms and wasteland development (under the Ministry of Rural Development).
  • Pradhan Mantri Fisal Bima Yojana- for agricultural insurance.

New Agricultural Policy 

  • 4% agricultural growth rate by 2022.
  • Promoting private investment in agriculture.
  • Promote biotechnology.
  • New land reforms to provide free land to poor farmers.
  • Providing insurance for all crops.
  • Promote research to develop new varieties of seeds and to ensure productivity.

भारतीय कृषि (Indian Agriculture)

  • भारत में 394.6 मिलियन एकड़ खेती योग्य भूमि है। देश के पास दूसरा सबसे बड़ा कृषि योग्य क्षेत्रफल है।
  • कृषि उत्पादन की दृष्टि से भारत का विश्व में दूसरा स्थान है।
  • वित्तवर्ष 2015 में भारत के सकल घरेलू उत्पाद (जीडीपी) में भारतीय कृषि विकास की हिस्सेदारी मात्र 1.1 प्रतिशत थी।
  • भारतीय अर्थव्यवस्था में कृषि की महत्वपूर्ण भूमिका है तथा देश के 58 % से ज्यादा ग्रामीण लोग खेती-बाड़ी पर निर्भर है।
  • भारत के सकल घरेलू उत्पाद (GDP) में कृषि और मछलीपालन व वानिकी जैसी संबद्ध गतिविधियों का योगदान सबसे ज्यादा 7.7% है।
  •  भारतीय कृषि किसानों के लिए जीविका का ऐसा साधन है जिसमे कृषि उत्पाद पहले उनके स्वयं के और उनके परिवारों के काम आता है और फिर बचा हुआ उत्पाद बाजार में बेच दिया जाता है।
  •  2013-14 में जब गहन कृषि विकास कार्यक्रम की रणनीति अपनायी गयी,भारत में खाद्यान्न का सर्वाधिक 265 मिलियन टन उत्पादन हुआ. और उसके बाद भारत ने हमेशा 250 मिलियन टन और उससे ज्यादा खाद्यान्न की उपलब्धता बनाये रखी।
  • भारतीय कृषि खाद्यान्न उत्पादन के मामले में आत्म निर्भरता के सिद्धांत पर आधारित है।

भारतीय कृषि की समस्याएं

  •  प्रति हेक्टेयर उत्पादकता अन्य कृषि आधारित देशों की तुलना में बहुत कम है।
  • पर्याप्त सिंचाई सुविधाओं का अभाव और मानसून की  बार बार विफलता।
  • कुछ किसानों के पास कृषि भूमि का ज्यादातर हिस्सा है जबकि ज्यादातर किसानों के पास कम हेक्टेयर भूमि है।
  •  प्राकृतिक आपदाओं के कारण जब फसलें नहीं होती तो ऐसे समय किसानों को फसल बीमा का अभाव।
  •  सरकार द्वारा दी जाने वाली कृषि सब्सिडी पहले के मुकाबले बढ़ती जा रही है। मौजूदा बजट का 85 % से ज्यादा हिस्सा  कृषि और खाद सब्सिडी के लिए आवंटित हो जाता है।  
  •  विकासशील देशों द्वारा अपने किसानों को उच्च सब्सिडी देना  WTO  के Amber box subsidy और  De minimis level नियमों  का उल्लंघन  है।
  • भारत की कुल भूमि का  60% से अधिक हिस्सा शुष्क जमींन के रूप में है।  इस शुष्क भूमि का ख़राब उपयोग होता है। 
  •  उर्वरक और आधुनिक मशीनों पर अधिक निर्भरता।
  •  कृषि के लिए इन्फ्रास्ट्रक्चर ठीक नहीं  हैं।
  • कालाबाजारी और  जमाखोरी के चलते समस्याग्रस्त सार्वजनिक वितरण प्रणाली (पीडीएस) । 
सरकारी योजनाएं और सुधार
  • पहली पंचवर्षीय योजना
1.) जमींदारी प्रथा को समाप्त करने के लिए भूमि सुधारों की शुरूआत।
2.) सिंचाई की समस्या के हल करने के लिए बहु प्रयोजन सिंचाई परियोजनाएं।
3.) लोगों की भागीदारी के लिए सामुदायिक विकास कार्यक्रम।
  • दूसरी पंचवर्षीय योजना : मुख्य रूप से उर्वरक, कृषि यंत्र और उपकरण उपलब्ध कराने के लिए बुनियादी उद्योग
  • तीसरी पंचवर्षीय योजना : फंगल संक्रमण और  प्रति हेक्टेयर कम उत्पादकता की समस्या हल करने के लिए गहन कृषि विकास कार्यक्रम
  • चौथी पंचवर्षीय योजना
1.) कृषि उत्पादकता बढ़ाने के लिए हरित क्रांति की अवधारणा की शुरूआत
2.) मध्यम और बड़ी सिंचाई परियोजनाओं के निर्माण और रखरखाव के लिए कमान क्षेत्र विकास कार्यक्रम
3.) कृषि भूमि में अतिरिक्त पानी की लवणता की समस्या को नियंत्रित करने के लिए ड्रेनेज का निर्माण।
4.) सूखा प्रवण क्षेत्र विकास कार्यक्रम के लिए हनुमंत राव समिति।
  • नौवीं पंचवर्षीय योजना
1.) अलाइड और नॉन-अलाइड  कृषि गतिविधियों के लिए क्षेत्र विशिष्ट दृष्टिकोण के जरिये एग्रो क्लाइमेटिक जोनों का गठन जिसका परिणाम रेनबो क्रांति के रूप में सामने आया।
2.) राष्ट्रीय खाद्य सुरक्षा मिशन।
3.) राष्ट्रीय वाटरशेड विकास और प्रबंधन कार्यक्रम।
4.) 89 बड़ी और छोटी सिंचाई परियोजनाओं के लिए त्वरित सिंचाई लाभ योजना 80.5 लाख हेक्टेयर में सिंचाई उपलब्ध कराने के लिए।
5.) माइक्रो सिंचाई के लिए राष्ट्रीय मिशन।
6.) बांस और अनाज के लिए कृषि में राष्ट्रीय मिशन।
7.) आसान प्रबंधन और प्रशासन के लिए सभी भू-अभिलेखों का कंप्यूटरीकरण।
8.) मिट्टी की गुणवत्ता और फर्टिलिटी जांचने के लिए मृदा स्वास्थ्य कार्ड जारी करना।
9.) पोषक तत्वों में  कमी के मामले में  पोषक तत्व आधारित उर्वरक सब्सिडी कार्यक्रम।
अन्य योजनाएं
  • त्रि रंग क्रांति (नीला, सफेद, हरा, केसरिया)। इसमें  उत्पादकता और किसानों का  कल्याण दोनों शामिल है।
  • राष्ट्रीय कृषि विकास योजना
  • बागवानी के समन्वित विकास के लिए मिशन।
  • तिलहन और आयल पाम (ताड का तेल)  पर राष्ट्रीय मिशन।
  • परंपरागत  कृषि विकास योजना- जैविक खेती को बढ़ावा देने के लिए और कृषि समूहों बनाने के लिए किसानों को प्रोत्साहित करने के वास्ते।
  • किसान कॉल सेंटर के माध्यम से कृषि के क्षेत्र में राष्ट्रीय ई-गवर्नेंस योजना, एम-किसान पोर्टल, डीडी किसान चैनल।
  • राष्ट्रीय कृषि प्रौद्योगिकी इंफ्रास्ट्रक्चर फंड- राष्ट्रीय कृषि बाजार या ई-नाम के गठनको बढ़ावा देने के लिए।
  • मूल्य स्थिरीकरण फंड- अनाज, सब्जियों, दालों के लिए ब्याज मुक्त ऋण प्रदान करने के लिए  500 करोड़ रूपये का कोष ।
  • कृषि विकास केंद्र- जलवायु अनुरूप कृषि और परंपरागत कृषि पद्धतियों को बढ़ावा देने के लिए।
  • राष्ट्रीय खाद्य ग्रिड-भोजन की बर्बादी को कम करने के लिए।
  • राष्ट्रीय कोल्ड चेन ग्रिड-  कृषि उत्पादों को खराब होने से रक्षा करने के लिए।
  • भूमि सुधार और बंजर भूमि विकास के लिए जयप्रकाश मिशन  (ग्रामीण विकास मंत्रालय के अधीन)।
  • कृषि बीमा के लिए प्रधानमंत्री Fiscal बीमा योजना ।
नई कृषि नीति
  • 2022 तक 4% कृषि विकास दर।
  • कृषि के क्षेत्र में निजी निवेश को बढ़ावा देना।
  • जैव प्रौद्योगिकी को बढ़ावा देना।
  • गरीब किसानों को नि: शुल्क भूमि उपलब्ध कराने के लिए नए भूमि सुधार।
  • सभी फसलों के लिए बीमा प्रदान करना।
  • बीजों  की नई किस्मों को विकसित करने और उत्पादकता सुनिश्चित करने के लिए अनुसन्धान को बढ़ावा।
