India at CoP-22

  • India at CoP-22 has emphasised that it has initiated the process to develop Implementation Plan for its Nationally Determined Contributions (NDCs) in Post-2020 period and is confident of achieving its goals.
  • At the same time, it has also mentioned that developed countries should focus equally on Pre-2020 actions under the Kyoto Protocol and provide effective finance, technology transfer and capacity-building support to developing countries.

What is India doing?

  • India on its own is undertaking ambitious adaptation and mitigation actions and utilising more and more of renewable energy despite severe resource constraints.
  • A National Adaptation Fund has also been set up to help the states in implementing their action plans.
  • India has achieved about 45 GW of grid connected Renewable Energy Capacity, which amounts to a 10-fold increase over a decade.
  • Indian airports are using solar energy and are moving towards becoming carbon neutral.
  • Greening of India’s extensive Railway routes and highways is also being considered.

Schemes implemented by India

  • To achieve all this, domestic funds are being mobilised through various schemes.
  • A Cess of Rs 400 per tonne on Coal.
  • National Adaptation Fund for implementation of State Action Plans.
  • Pradhan Mantri Ujjwala Yojana has been launched to provide free LPG connections to BPL women.
  • The Ujala Scheme has also been launched to support commercial adoption of energy efficient LED bulbs.

Climate Justice

  • Actions must be taken based on the concept of ‘Climate Justice’ while considering the needs of the poor and vulnerable. They should be protected from the risks of Climate Change.
  • India expects that the direction set by Paris Agreement will be followed at CoP-22 and all the decisions will be taken considering the concept of Common But Differentiated Responsibility (CBDR) and respective capability set in the Agreement.
  • It is to be ensured that NDCs are ‘nationally determined’, country-driven and comprehensive, so as to include adaptation, mitigation and means of implementation.
  • Developing countries are concerned about access to adequate and predictable climate finance in both pre-2020 and post-2020 periods.
  • Increasing human demand on the Earth’s resources will exceed its carrying capacity by about 75 percent by 2020. Small changes in our daily lives, by moderating our lifestyles and encouraging sustainable consumption and production patterns will contribute significantly.

  •  सीओपी-22 में भारत ने इस बात पर जोर दिया है कि इसकी राष्ट्रीय स्तर पर निर्धारित योगदान (NDCs) को 2020 के पश्चात् की अवधि में कार्यान्वयन योजना को विकसित करने की प्रक्रिया शुरू कर दी है और उसे अपने लक्ष्यों को प्राप्त करने का पूरा भरोसा है।
  • उसी समय यह भी उल्लेख किया गया है कि विकसित देशों को 2020 के पूर्व के कार्यों पर समान रूप से ध्यान केंद्रित करने और क्योटो प्रोटोकॉल के तहत प्रभावी वित्त, प्रौद्योगिकी हस्तांतरण और क्षमता निर्माण सहायता विकासशील देशों को प्रदान करनी चाहिए।

भारत क्या कर रहा है?

  • भारत अपने दम पर महत्वाकांक्षी अनुकूलन और न्यूनीकरण कार्यों का दायित्व ले रहा है और गंभीर संसाधनों की कमी के बावजूद अधिक से अधिक अक्षय ऊर्जा का उपयोग कर रहा है।
  • राज्यों को उनके कार्य योजना को लागू करने में मदद करने के लिए एक राष्ट्रीय अनुकूलन कोष को भी स्थापित कर दिया गया है।
  • भारत ने लगभग 45 गीगावॉट ग्रिड से जुडे हुए अक्षय ऊर्जा क्षमता हासिल की है जो एक दशक में 10 गुना वृद्धि के बराबर है।
  • भारतीय हवाई अड्डे सौर ऊर्जा का उपयोग कर कार्बन विरक्त बनने की दिशा में आगे बढ़ रहे हैं।
  • भारत के व्यापक रेलवे मार्गों और राजमार्गों की हरियाली पर भी विचार किया जा रहा है।

भारत द्वारा कार्यान्वित योजनाएं 

  • यह सब हासिल करने के लिए,  विभिन्न योजनाओं के माध्यम से घरेलू फंड जुटाया जा रहा हैं।
  • कोल पर 400 रुपये प्रति टन के उपकर ।
  • राज्य के कार्य योजनाओ के कार्यान्वयन के लिए राष्ट्रीय अनुकूलन कोष।
  • प्रधानमंत्री उज्ज्वला योजना बीपीएल महिलाओं को मुफ्त एलपीजी कनेक्शन प्रदान करने के लिए शुरू किया गया है।
  • उजाला योजना भी ऊर्जा कुशल एलईडी बल्बों की वाणिज्यिक स्वीकृति का समर्थन करने के लिए शुरू किया गया है।

जलवायु न्याय

  • गरीब और कमजोर की जरूरतों पर विचार करते समय ‘जलवायु न्याय ‘ की अवधारणा पर आधारित प्रक्रिया को ही लिया जाना चाहिए तथा जलवायु परिवर्तन के खतरों से उनकी रक्षा की जानी चाहिए।
  • भारत को उम्मीद है कि पेरिस समझौते द्वारा निर्धारित दिशाओ को सीओपी 22 में पालन किया जाएगा और आम लेकिन अलग-अलग जिम्मेदारी (सीबीडीआर) और संबंधित क्षमता समझौते में निर्धारित अवधारणा पर विचार कर सभी निर्णय लिया जाएगा।
  • यह सुनिश्चित किया जाए कि NDC राष्ट्रीय स्तर पर निर्धारित ,देश-प्रेरित और व्यापक रूप में अनुकूलन और शमन के साधन के रूप में कार्यान्वयन हो।
  • विकासशील देशों दोनों 2020 के पूर्व और 2020 के बाद के समय में पर्याप्त और उम्मीद के मुताबिक जलवायु वित्त के उपयोग के लिए चिंतित हैं।
  • पृथ्वी के संसाधनों की बढ़ती मानव मांग 2020 तक लगभग अपनी वहन क्षमता से 75 प्रतिशत अधिक होगी।हमारे दैनिक जीवन में छोटे परिवर्तन, हमारी संयमित जीवन शैली और सतत खपत और उत्पादन शैली को प्रोत्साहित करने से इसमें महत्वपूर्ण योगदान मिलेगा ।
